Changi point is great , first light is around 6.30-40, you get a great view of the sun rising from around 6.45-7.00am on a clear day, with wide angle you can get great clouds on a nice morning, if you want a nice yoke, try shooting with longer lens, i normally use a 10-20 mm for wide angle and a 70-300mm to get the sun . have fun but be careful not to look directly into the sun as that might damage ur eyes.

just explore around your home, and you be surprised that many places are actually pretty nice for sunrise (direct or indirectly ). If you don own a car, or willing to pay $ for cab, just look for the nearest reservoir, park, beach... etc

Changi Broadwalk can be a good place for Sunrise.

But over a very short period, around June to early August each year.
