My own observation is if for no other reason a guy were to just address me as "dear" for no apparent reason, they are just tell me to expect that he is a gay puff. heheh... Not that I discriminate lah
One of the "default" greeting term I often get with former staff of the company is. "hello sam. So how..boss die already or bankrupt yet?" Which is kinda "meaner" since previosuly it was "Hello sam...so which darling is the boss bonking this time?"

depands how you use lar. during my school time and national service, they told me always address someone with "Dear" , for example :

Dear LCP Chee
but if you sms someone " dear, wanna go for lunch" , " dear, how are you". then different liao low...
my GP teacher calls me dear and sweetie.
I think is not a matter of "yes" and 'no" but just simple common sense to decide when and how to say, knowing the company of people you are with, and how u normally behave among people.
i think if your gf found an sms in your phone that contains something like "hey dear, how about coming over tonight? i'm free and would be waiting for you..."

For me the usage of dear is only for my gf verbally. However, when msning or SMS close friends sometimes I do use it too. I guess the special connotation for this word is only brought out when one verbalize it? At least for me that is. Using it on messages is ok as i can't really visualize the other party, if face to face I think both my friends and I would get grossed out by the verbal expression of the word "dear" ha!
I call my female friends "bytch" and they are ok with it
