How do i take a shot at night of a city, leaving it for a longer shutter time to see the light trails left by cars, without overexposing the rest of the pictures?

You can try to shoot ISO100, f22, 15secs to 30secs. Hope that helps. Cheerz.

i'm using sony H2, not a dSLR. So does that mean i need to increase my shutter speed further to compensate?

Not sure what is the minimum aperture that the Sony H2 can go. If it can only go to f8, then you try. ISO100, f8, 8secs.
