Check out The Camera Workshop (TCW) at Peninsula Shopping Centre (opp. Peninsula Plaza, just across the road from Cathay Photo store).

Retails for about $70 thereabouts IIRC.

I know you said "S'pore" but I just thought I'd mention you can get it online at the
Naturescapes Online Store. The specific product is the Better Beamer Flash Extender

The price there is USD$36 I think. Mine just arrived today, and I can't wait to go play with it!

Of course you'll have to bear in mind shipping costs, but if you're just buying that it shouldn't cost much as it's really light and compact. Or, if you buy other stuff from them you can "spread" the shipping costs around your other purchases.

If I'm not wrong, it's just a fresnel lens (shop price in Singapore: $2) attached to the flash. If you can DIY something to hold the fresnel lens in place, could save you some cash!
