Thanks for the comments.

Initially was thinking the darker the sky, the better the contrast of the lights will be.

Will try again one of this days, night blue sky..hmm, that means about 6-7plus. SHOOT!

Er.... wait... there's a slight problem, if I'll to take the shot at 6-7plus, there'll be lots of cars zooming around...

Any ideas how can I overcome this?

there is this Hoya ND filter that can enable one to shoot 30sec exposure at daytime.
maybe it would be great help at nite too
