I don't think its done by photoshop but rather a mosaic application.
Do a search in google on "photo mosaic" and you'll see some that are available. You load your library of images & the software will superimpose it on your target photo to create the mosaic picture. http://en.wikipedia.org/wiki/Photomosaic |

Agree with Montmelo. It should be made by mosaic sofware. There are still many researchs on this field even some of them have been comercialized.

with photoshop it will be tedious but rather you need a dedicated software to do it with probably a lot of computing power. Google for some photo mosaic software..
