Your shutter speed is too slow.
So you not only have motion blur (i.e. moving subjects are blur) but also handshake blur (i.e. even stationary subjects have blurry outline). Your shutter speeds were well slower than 1/20 and all your pictures were shot at ISO 100. To avoid motion blur, you need at least as fast as 1/60-1/500, depending on how fast the subjects move, their directions and how large they appear in your frame (i.e. related to your shooting distance relative and focal length), etc. To avoid handshake blur (which I presume your old Sony F717 doesn't have any image stabiliser), try to have a shutter speed faster than 1/actual focal length. This means that you need to use a much higher ISO...... at least ISO 400 and mostly higher (I guess this old F717 doesn't have ISO 800 and higher?). The floats are over-exposed as the highlights are all blown out white. Usually, for floats and those night decorations, you need to use -ve exposure compensation to avoid blown highlights if you're using matrix kind of metering mode because most areas in the frame are much darker than the bright lights in the float or night decorations and the camera is tricked into a higher exposure which would blow the highlights out. Points noted. My camera has ISO 400,600,800. I'll take notes and put into use during my next outing. Will learn and understand my camera more. Thank you Clockunder for your valuable advices!
