    Default Recommend $400 newbie cam

    Want to get a cam with a bit of manual functions to allow me to play with it instead of using pns always.

    Any recommendations? is 400 budget too little?

    Open to used cams too

    $400 is a little too low to get a prosumer. Try the B&S to see if there is any that suits you and fits your budget.

    You can take a look at one of the Canon Powershot A series.

    yes, no manual for f20.. but at the price, f20 fit the bill best(brand new).

    even for 2nd hand here, there are very few PnS with manual mode that goes under $400

    My fren was e-quoted SGD340 (w/o gst) for the F20 + mini tripod + 1GB xD from MsColor.
