    Police are investigating how more than 300 motorists got away with free parking in seven carparks in the city area last year, for which the operator could have collected some $300,000 from them.

    CapitaCommercial Trust's (CCT), which operates the carparks, only discovered this when it noticed that several cars which had entered its carparks were not recorded as having left, said a report in The Straits Times today.

    CCT has reported this to police.

    CCT suspects that some of the following methods could have been exploited by the motorists to evade parking charges.

    - An electronic device could be sending signals to the carpark scanner and fool it into believing that the necessary payment has been deducted.

    - Motorists could be tampering with their CashCards or the radio-frequency system used by automated gantries to identify each vehicle via the in-vehicle unit (IU).

    - Motorists could have resorted to tail-gating. By sticking closely to the vehicle leaving the carpark, the built-in sensors which controls the barrier, would not be able to detect it.

    CCT has so far recovered $150,000 from the errant motorists who did not protest when confronted with details of their entry and exit times. Those who refused to pay up have been referred to the police.

    If you are thinking of getting free parking this way, you had better not return to the same carpark. Ever.

    Cars that are logged as having left without payment will be recognised by their in-vehicle unit (IU) numbers. Re-entering the scene of crime will result in "red flags" being raised, and the errant driver can have his car wheels clamped.

    Honestly speaking, I has quite a few incidents where my cashcard was in the IU and it also did not deduct when exiting. Worse still I had one situation at one of the hospital carpark here where I left and returned the next day, parking charges were actually calculated from the day before. Only way I think would be to take note how much value you have left in your cashcard and if it does not deduct accordingly then better to alert the operator.

    Apart from that, the reported carparks do sometimes sense that there is a vehicle under the barrier and opens automatically. By then the program tells the IU sensor not to debit any amount from your cashcard. End of the day, you get the accusation that you are tailgating on purpose to get free parking. I got this very written warning once and needed to take silly time off to let them go through their camera systems before they let you off. Worse still I did not get an apology but rather another "verbal warning" that I should not move too fast to the barrier after the front car has left.

    The 300 motorists must be sweating like hell now, not sure what the punishment will be if caught, especially if found out this is high tech crime.

    Some rice rocket tried to tailgate me out of a carpark the other day. The worst thing... it was only $2 PER ENTRY.

    Some people got away with it, but I got fined for not paying ERP cos my IU or cashcard decided to malfunction when going through the ERP gantry.. grrrr.. It's not like I forgot to insert the cashcard or attempted to cheat the system.

    This is something I can never understand about car owners. They spend thousands of dollars on their cars and yet quibble over a $2 parking charge.

    Some of us also spend thousands of dollars on top quality lens and then slap a $10 UV filter over it..

    What do they mean when they say got away with $300,000 worth of free parking??

    If its a case of equipment malfunction, and we drive off, do we still have to pay??
    And it seems that only CCT involve. Could it be a design fault of their carpark system?

    The 300 motorists (cars) were found enter these CBD carparks, but no record showing they exit, or they pay the car park charges, and each 1 of them got at least 10 times on record. (I believe that rules out those 1 off case of malfunction, or unintentional case)

    if it is a loop hole on the design of the carpark gantry..is one liable to pay up??

    Willing to buy car, but unwilling to spend and scrimp on things like these.

    they knew exactly what the motorist did to escape the parking fee. The method used was wildly circulated by word-of-mouth, dun ask me I dunnoe cuz i dun own a car

    I heard from frdz it was a software bug and only affect carpark using ERP system, very old news liao. Tot the prob was solved after they upgrade the system ??

    And that only bikes can perform that tailgating stunt becuz I ever saw a malaysia registered motorbike tailgate a car and escape the $1 parking fee.

    If its a loop hole, it wont be only 300 motorists right? I am wondering whether the police will "arrest" the offender and what sentence will that be.

    LATEST IMPLIMENTATION BY LTA

    To reduce the number of illegal actions by vehicle owners, LTA is intergrating several modifications to the vehicles' IU units. The modifications are as below:

    1. A speedometer. Whenever a vehicle is driving over the speed limit, a $50 fine is deducted of the cashcard. To make the process even more flexible, owners can have a choice of deducting from their GIRO accounts.

    2. GPS. Whenever a vehicle is parked illegally, fines will be imposed, through cashcard deductions, or GIRO deductions. To be fair, fines will be based on per second charges. The amount of fine varies from places.

    3. Seatbelt fastening detector. When the driver and passengers do not have seatbelts locked while travelling, each unbelted passenger will be charged $50 through deduction from cashcard or GIRO.
