which lens manufacturer can fix a soft lens locally?

Which lens manufacturer has the capability to fix a "soft" lens or a copy with "excessive CA" like the one above?

Did anyone of you successfully fixed a lemon before locally? If so which brand of lens is that? Or do you guys just sell it off in CS

Trying to gauge the level of technical expertise amoung the local workshops in Singapore
