PhotoShop : Framing

Can someone teach me how to frame in PS like this :

Easy wot...
just set the background colour and increase the canvas size.

ok here is goes, you can create an action if you want.
This will create an frame like the one you specify.

1. select your front and background color.
(front color for the keyline)

2. duplicate layer

3. set canvas size to 110% (for width and height)

4. right click on the copy to select layer transparency.

5. stroke with a 3-10 px keyline.

6. add whatever text you want.

if still don't understand, I'll put in pictures for you.
