yes, you can use CPL anytime. but who would want to use it for indoor? lighting will be very poor indoor and with CPL you get ard 2stops lower of light.

honestly, no, you can't shoot with a PL filter on all the time. it'll underexpose all your photos by 2 stop and there's no point getting a f/1.8 lens to get the brightness in your photo. use it on a hot outdoor outing and it'll help a lot.
which reminds me i need to get mine soon. |

I'd suggest using either a Nikon Neutral Colour (NC) filter or a Hoya HMC Ultra-Violet filter instead. They're both suitable for all occasions - indoor and outdoor.

You use ND filter and polariser for night photography? Can you clarify wat subjects U shooting, and wat lighting effect you looking for when you use ND and PL in night photography? |

I use the Hoya HMC UV filter all the time.
Mainly for the protection of the lens, rather than any real or perceived benefit to the image itself! :-) satz |

PL at night to reduce reflection, eg. water edge of river bank, etc while ND to give wider aperture to lower depth of field

And ND to give long/slow shutter speed, for example to get silk smooth waterfall.

of cos... you can use any filter at any point of them, just that some aren't very suitable, but all are usable.

The one filter I use all the time.
Nikon NC filter - protects the front element and does not give any colour cast. |
