Does NSC repair lens with fungus in the situation with warranty? Any charges? And, if there the warranty has expired, at what fee does the NSC charges for fungus situation?

IIRC, warranty does not cover fungus problem. It is user responsibility to keep and maintain his/her photography gears.

Buy dry-cab, it cost you less than cleaning fungus on lens(es). Not to mention degradation of photo quality because fungus and after fungus clean up.

case by case depends on how big is the fungus and where.
