For handheld without flash, your shutter speed 1/4 in this picture was too slow for the focal lenght used (8mm).

You would need at least 1/8 and possibly 1/15 to avoid handshake blur.

Moreover, the dog must be stationary if you want to avoid any motion blur at 1/4.

Since your aperture is already at the widest F/2.8, you would need better lightings or shot during the day instead of night and open your windows to let in more light from outside to achieve a faster shutter speed.

You may want to try using shutter priority at 1/8 or 1/15 and try again to see the difference.

Also don't snap the shutter button in one quick action. Try to press down half way and stop there first for the camera to focus properly before fully pressing it down. This way, you not only allows the camera some time to focus properly but also possibly reduce handshake.

for active animals....flash it to freeze their movement... the f30 has got decent flash control....

Actually, when using slow shutter speeds here's one technique I found quite by accident:

Press down fully the F30's shutter(!) The cam will take the shot at the point of highest contrast, i.e., the sharpest focus (compacts operate autofocus using contrast differences). I find that I get more keepers than when I half press then take the shot. Reasons? the subject may have moved, my hand my have shook, or both. If I do a half press, it may have established the highest contrast at that certain subject-to-camera distance. If because of movement ,by the subject and cam, that distance changes, the focus may have changed. I think pressing fully engages some sort of continuous AF.

But then again, I still try to shoot no lower than 1/30 at the widest end, adjusting ISO accordingly. (some people may disagree, pointing out lower speeds can be used, but I'd rather stick to one rule of thumb for both my F30 and my dSLR.)
