Actually it's open to users of other camera makes too. The Alpha 100 will be awarded as prizes and winners are expected to shoot with their new Alphas for the second phase of the competition.

I guess, I've submitted a dozen entries already. I must want the Alpha pretty badly.

Again there's this thing in the TOS that says digitally altered photos are not allowed. So...that means, not even the conservative sharpening?

If other competitions are anything to go by, some minor edits are permissable. This includes bumping up the colors, curves and cleaning up of dust spots.
