Default Series of unfortune events

Anyone watch this show by Jim Cary? The colour of the whole show is very unique. What effect is it call? Anyone can teach me how to do it?

Sin city is also very nice but is more like using burn and dodge. But this one I mention very classic. A bit like IR abit vinatge. Just want to know what is it call.
