    You mean high speed sync flash? Depends on Flash and Camera. Some camera doesn't have this high speed flash sync, and some flash doesn't have this feature.

    Actually, the max flash sync speed is determined by the shutter design of the camera. This is the maximum shutter speed at which the camera focal plane or curtain shutter is completely opened to allow the brief flash of light from the flash to uniformly illuminate the subject (older cloth curtain shutter sync at about 1/60 to 1/125, while the faster multibladed metal shutter sync at between 1/125 to 1/250). Any faster and the second part of the shutter starts to close resulting in a letterbox effect.
    highspeed flash sync speed, on the other hand, is determined by the flash design. In order for the flash to properly illuminate the image at faster shutter speeds, it has to stay illuminated far longer than the 1/30000-1/40000ms duration that most flash are capable of, to allow the image to be lit from the time the shutter starts to open, right up to when the second shutter plane almost closes. Of course, as others have mentioned, this greatly reduces the power of the flash thus reducing the guide number.
