after 40 years in the govt service, ex-perm sec ngaim t dow was described as a 'cult figure' for the 'thinking classes' by J Y Pillai. i wonder what he has achieved to earn him this description?

in his book, he wrote "MM lee told me that to win and retain power, we must have talent. that was why he insisted on bonding every president scholar in the administrative service. however, he taught me that to exercise power, we must have a strong treasury(the economy), control of the gun(the army), and influence over the voice(the media)"
