you could add more ram for one. or upgrade the motherboard and processor, keeping the same or upgrading the amount of ram.

    run the photoshop speed test:

and let us know your results.
    Followed instructions, did the test

If you are still using CRT monitor and want the best graphics card for Photoshop, then take a look Matrox G550 with 32MB - it has superior LUT and DAC. However this only benefits CRTs, it doesn't make any difference for LCD panels. Forget about Matrox though if you are into gaming.

That is overkill. Just placing scratch file onto a dedicated disk and configuring PS RAM usage is sufficient enough. IMHO, the ideal disk configuration is:

    - Two 320GB disks in mirror (RAID 1) for the best data protection. Place everything: Operating System, Windows page file, Photoshop and your data files on it.
    - Two 36GB Raptors in stripe set (RAID 0). Make it dedicated to PS scratch files only. Don't place anything else to avoid disk fragmentation (especially don't place page file on it).

If you are low on budget, then either get 2 normal disks instead of Raptors, or just one dedicated hard disk instead of RAID 0 for scratch disk. I would recommend getting RAID 1 for your data files though because hard disks fail sooner or later.

And invest into RAM first. PS performance depends on RAM more than on anything else. Get 2-3GB with WinXP or 4GB+ if you are on WinXP 64-bit.

But of course don't go use an antique 256color GFX card lah.
think that time, nobody call that a GFX even... think its called a VC, or even GC.. but 256.. its EGA... long long time ago, in those era... oh manz...

anyway can look at FireGL or Quadro... or maybe just normals...
