Why would you want to do that?

I've just tried and it is possible to use the 18-200VR with a Kenko teleconvertor on the D200. Unfortunately, I don't have a D70s to confirm your exact question but it seems analogous.

If you observe carefully, when you zoom in and out, the rear element of the 18-200mm travels with the zooming. This will hit onto the Nikon TC whose front element is protruding out.

To play safe, just start from around 22mm -24mm. Anyway I never really intend to use a TC for the 18-200, just testing out to try to answer the threadstarter's question.

Quite dangerous to zoom to the wide side as the last element is very close.
This applies to all DX lens I think or at least all those that I have.

Yah true - but when someone needs to use a TC, he probably needs the tele end. Just be mindful to zoom out the lens before mounting the TC on.

Q: Can Tele-converters be used with the DX Nikkor lenses?
A: No. Tele-converters cannot be used with these lenses. (pp11 of the Nikon Lens Brochure...)
