ahboon,
not sure what is your skill level, not sure if U're using a a)DSLR, b)P&S with manual controls or c)P&S camera but it helps more if U're using a) or b) here's a tip: To do panning, just have to practice - use a low shutter speed (approx 1/100) - keeping the camera focus on the car - gradually trying out lower shutter-speeds from 1/100 to 1/30 and even 1/15... if it's purely a P&S, then I dunno, maybe using 'night landscape' mode for a lower shutter speed would do it, that's what I'd do... happy shooting.
