3xTC? Wow! Didn't know it exist!
At 2x, which I'm using on my 70-200 f2.8L IS, the image quality is already not no desirable .... can't imagine putting on a 3xTC. No matter how good the lens (L Primes, IS, etc) you are using, the image quality will definitely suffer.

No matter what TC you use, be it 1.4x or 2x....the image quality of every lens will suffer.
Its the extent of the drop in image quality that makes the difference.
Even the sharpest lens on a 1.4xTC will also have reduced image quality.

yup.
Do take note that your lens might not focus as fast with a TC.
Its also said that third party TCs will give you faster AF compared to Canon's.(rumors)
