Default I can't..

I have tried again and again so many times to start a new thread or reply to a thread - but everytime I fail to create or reply to one. I wonder what is preventing me form starting/replying a thread ???

Please clarify your question.

As of now your post count is 106 and you have started 16 threads.

Do you mean from time to time you cannot open a new thread or open a new thread, instead of "everytime"?

Can provide more data such as: does the problem happen in any particular sub-forum, any particular time, and do you log in everytime when you are browsing CS?
