it can be done by making use of brushes, burn tool and dodge tool.

burn tool > creates shadow depending on the brush strokes and size

dodge > creates highlights depending on the brush strokes and size

brushes > can select soft edges, round brushes, a color and add some transparancy to the layer of the brush. (try creating a new layer above the photography and put ur brushes down)

the background, is done by having ur photography's background to transparent. then create a layer below the photograph, and fill the layer and add some brush strokes to give the soft gradient feeling.

Enjoy. (It may not be the best way to do such effects but just a suggestions)

ask tomshen, then reduce his normal "potency" by about half to 2/3s

chenwei, there are deliberate blur strokes in the picture. eg, edges of the hat, shoulders, part of the arms just beneath the gloves. You can try about blurring of 5-8% with a large brush a few times.

In this picture, the red channel's highlights is increased a little to bring out the skin tone, nothing much is done to the green channel, but heavy increase in shadows is done in the blue channel to bring out the overall shadows of the picture.

What I find most stunning in this picture is the tone of the skin colour.. extremely supple and gentle skin!
