Default Any software good in noise reduction

I am newbie to the photo editing. Would like to know if there is any software and which function that able to reduce noise on the photo created at high ISO (ISO1600 or higher).

You may check up on Neat Image, Noise Ninja and Noiseware or Helicon

of the 4 recommended software here (Neat Image, Noise Ninja and Noiseware or Helicon), which is the most commonly used and why?

PS CS2 has noise reduction too

Noise reduction filter is best applied in Camera Raw, where you can handle colour and luminance noise seperately AND you have more data to work with. Which means you have to shoot in RAW.

I don't find the PS noise filter very effective, esp with 8-bit jpegs. Really degrades image quality if you set the strength at too high a value. You might wanna try the 3rd party packages recommended. Dfine from nik multimedia is good (tried it out a few times) but its really expensive.
