Default 2 mode OIS

I notice the Panasonic TZ-1 has a 2 mode OIS. From the Panasonic website:

Mode 1
In this mode, image stabilization is continuously on. It helps you to compose shots in the LCD monitor and to see the focusing condition more clearly.

Mode 2
This image stabilization mode, a Panasonic original, was developed to help you obtain some of the clearest photographs possible, despite unintentional hand-shake. It corrects the image the moment you press the shutter button, providing maximum compensation in all directions. Since the light is received near the center of the lens, this mode gives you clearer, sharper pictures and higher resolution.

The thing is, I still don't the difference as in when should one use mode 1 & when should one use mode 2? As a camera noob, my assumption is that mode 2 is "better" since it supposedly offer the "clearest" photo. So then why does one need mode 1 for?

Think Mode 1 is for those whose hands tend to shake a lot prior to composition. This way, they can compose better.

This is my opinion though... and I notice that for video mode, there is only mode 1 available.

i was checking out FX9 today and was wondering why there are 2 modes (totally diff from IS of canon lenses).
mode 1 - OIS is in continous mode when activated.
mode 2 - OIS is activated once u pressed the shutter and stop/lapse when shutter closes.

mode 2 makes more sense to me. OIS (like IS or VR) is to help reduce handshake when taking photos at slow shutter (or longer exposure time).

mode 1 drains batts faster, while being slightly less effective in compensating cam / hand vibration.

mode 2 activates oni wen d shutter is depressed 2 save batt. can u imagine how fast batts will b drained if d pop-up flash is running continiously....

i find that mode 1 used for panning shots is better.
mode 2 is good enough for still shots but mainly to save battery life.

For me:

Mode 2 - every day shots, use less Venus processer power, faster reaction, sharper pic compare to mode 1

Mode 1 - for movie

Off ois - tripod, panning

Used to shoot in mode 1 only.. Perhaps should try mode 2 since u listed out the good points already...
