A moment well captured

Just a couple of suggestions/comments ...
1) Can u post a slightly larger image next time? So that the details can be easily seen & critiqued

2) Is the background the reflection of clouds in the water? It seems a bit distracting to me. Maybe it's because of the small image size, I kept trying to make out what's in the background instead of focussing on the subject.

You might want to clearly define the Clouds in the background to bring the subject away from it? I also think that the colours might look better a slight bit more saturated or in B&W. but overall this shot is nice.

i think you need a video clip to capture that mood. this only shows a child sucking on a lollipop (and holding more), if you'd caught him washing it in the lake, that may not have been enough either to convey the message. hence, a video clip, not a photograph.

lovely expression on the kid's face. For me, that makes the pic successfull.

Is it possible to reduce the red a bit without ruining the photo ?

It is no doubt a remark that you will hear, "you have cropped the top of the shilds head" but ...
