Advice: 70-300mm 4.5-5.6G Lens

Hi!
Not sure if I'm confusing you guys here but I like to check whether the mechanism of this lens stated above is supposed to be smooth or has 2 spots of 'tightness stops' when doing manual focusing. I get the feeling that the gears are meshed up and becomes tight. Or it is the 'feature' of this lens?

Anyway, any other lens (non Nikon also can) where similar priced and is able to perform macro?
