What Med format camera + Digital back for corporate or school annual report?

a mamiya + a phase one or leaf.
Do note that they can cost in excess of 20k for some of the newer models.
unless u can get assig on a very regular basis...go for film

How about the older MF (any brand) body, can they be used on a digital back (any brand)?

digital backs come in specific mounts for each cam - ie hassy will have its own PhaseOne back, which is not compatible with a contax etc...

You should be able to get a M645AFD + 80mm Lense + a Kodak DCS Pro Back (16 MP) for less than SGD 8,000 (2nd hand). If you get a M645AF, it will be cheaper, but it might not be able to transmit some of the information to the digital back (if it is not important to you). Not very sure about this, maybe some brothers here can advise you.

Brand new Creo Leaf is very expensive. The amount you pay can buy you a Perodua Kelisa.
