Last time I saw this post, the seller sells the Hoya ND 2X filter at $10 only.

i quoted CP for a 55m ND4 filter..costs $16... can try quoting them..

i think almost all hoya filter are consider cheaper compared to other brand... juz got myself NDx4 55mm from CP at 17.60... but quality not very good. my ND add a green cast to my image, not sure if that is normal for a ND

Hoya filters, like some other brands, come in different grades. The cheaper ones are the single coated "Standard" ones. Slightly up are the "HMC" series and for some bigger sizes like the 77mm threaded ones, they even have the so called "Ultra" series.
You have to decide whether it's justified to pay a premium for the better ones (as these topics about filters has been discussed to death elsewhere) but the most important point to me is, besides the build, the filter should not exhibit any colour cast.
