Astroboy, this is at the Esplanade bridge, the bridge just behind and above the Merlion...you can see many photographers shooting from there.. Try your shoot there.

F11 with bulb mode, change to F13 when the burst is too bright.
Try a few time.. you sure to get some good shots.
