I like the use of the deocused fence in #1 but the mood and overll look in #2 conveys the longing to get past the fence more. I guess its because in #1 the fance beceomes blurred and faded such that it dosent have as much of a presense while in #2 it takes a more prominent place in the composition (nice use of the curb part as a leading line)

The first shot is saved by the colour of the cat's eyes. If anything else, the shot would have been too blended into the background to be of much value. The second shot, you'll want to choose your subject's angle and place with care. The sepia-toning doesn't do justice to the picture, it leaves a very weak tonal range and details. Unless you were going for a washed-out and olden picture, it could have been a lot better.
