firstly you will need to focus on the subject (the boy or the splashing water)
change your point of view so that the background is nice (without the yellow poles)
and last post process to make your image better.

technially apart it is a nice scene - the water spray, the smile and the twinkle which we see in our eyes.

I feel that you should either move more to the left to capture a profile of his face, or more to the right to capture his whole face from an angle.

For portraiture (even informal one like these), avoid capturing a split profile where the nose "breaks" the line of the face and part of the other eye is visible.
