Default Measured Borderless Printing using Adobe Photoshop

I was doing some trial and error trying to use PS CS2 to print a 4R photo with the following 2 objectives:
1. Ensure the print goes as close to edge as possible.
2. That 10 cm ruler printed is really 10 cm measured by a ruler.

Based on a 4R Image (4"x6", 300ppi) printed on EPSON Photo R210. I'm not sure if other printers will work correctly but you can always try it out.

Using print preview in CS2, I applied the following settings:
- Page Setup to choose borderless paper
- Scale at 95%
- Position (margins) at 25mm (top) and 31mm (left)

Let me know if it works for other printers also.

Eh so what is the result of the print on the Epson photo r210? Anyway, for hypothesis number 2, it wouldn't be proven because you already scaled your print down to 95%, it definitely won't be a accurate 10 cm measurement.

How u know your other ruler's 10cm is really 10cm?

okie... some clarifications and disclaimers here...

disclaimer:
the results i gathered are based on my pc and r210, hence it may not be the same for other combinations.

clarifications:
1. When i print with 100% scale, i realised the 4R image is somehow enlarged and the boundaries cropped in the print, so with some mathematics and trial a error, i derived the 95% scale and realised it is the closest match with minimum crop.
2. As for ruler, I used a normal ruler you can find in a stationery shop.

Actually what you have done about scaling to 95% is correct as far as I'm concern. I'm using Epson RX510 (which I believe is similar to R210 except for all the other stuffs in this all in one printer) and I encountered similar problem. I tried to print out some passport photos which is already scaled to size and ended up with slightly larger prints if 100% scale is used.
I'm not too happy with this because I've to do my own adjustment to get it right. I'm not sure how is it like for Canon printers or any other Epson models; do you really get a 4R size image to print exactly at 4R without cropping?
