PS or noise removal first

Hi what is your digital workflow preference?

PS/Gimp or Noise Ninja/NeatImage which one to come first? What are the consequences of doing otherwise?

i think depends on what PS are you trying to do. Some PS may introduce more noise or enhance the noise.

I usually do the noise removal with PS...
I use NI or NJ only when PS cannot handle
