    How waterproof do you want it to be? just light rain, heavy rain or river crossing? and how much gear are you planning to put in there?

    just light - heavy rain. Coz my riding a bike. The weather here is so unpredictable

    Then any bag with a rain cover will do. Since we do not know what size you want to work with, and how much gear you want to put in there... best you head out to any store and check out the options...

    Under $100 is a little tough unless you buy some china made ones from china websites.

    Yes. I use big zip lock bag too. Zip up and throw into any backpack I fancy to use on any day.

    Btw, deuter sell rain cover for various bag size. I got one for $30 and it does its job well enough in light rain

    I got a raincover from Sports connection for $12 a few years back. Strong and quite large (30-50L)

    On a side note, a backpack might be more practical for u if you're riding. At least u don't have to worry about sling back sliding sideways and hitting your bike or other things.
