I have taken a nice sun set shot from the Chinese MRT area towards the west...

Think certain time of the year, can even have the sun's reflections on the Jurong lake...

Yes, it's closed. You can still take pictures of the exterior, if you want. The surrounding Telok Blangah Hill Park has some colonial-style (?) steps and banisters, but you can't get sunset shots there.
