    Microsoft Support has a short write-up on it.

    Basically it is a scrambled variation of a passage from the first book of the Roman philosophical literature de finibus bonorum et malorum (on the ends of good and evil) written by Marcus Tullius Cicero in 45 B.C. whereby he argues against the epicureanism school of thought, a system of philosophical belief with similar ideas and principles to hedonism.

    First used as a placeholder text during the 16th century so no one really knows why it was chosen for this particular purpose.
