Default Test test in DCA 2005

Hi guys... Took this opportunity to test FZ5 in yest DCA. Wanna know if u guys on some occasions got use flash/without flash for FZ5 cause i think theres quite alot of difference in using flash and no flash. Using potrait mode for the pics shown below. Can any bros tell me how can i improve? Below are some examples in using without flash & no flash. Took some time to try out the pics yest

How can i improve and to know whether to use flash or no flash?

Sometimes the ambient lights are nice, but at times will require tripod due to low shutter speeds, as in the case of the car where you notice blurring already due to handshake.

Yet, sometimes using the flash will bring the subject out from the background.
