    uncle catchlights is right about the double exposures . I'm personally culpable of that in a self portrait at night with a sharp flashed ghost me and a blur ambient lit me

    Normally for such scenes, it is better to take 2 shots, one exposed for the background landscape which is usually a long-exposure, then another shot exposed for the subjects using flash, and compositing/blending them in PS.

    You can take the individual people's passport photo and photoshop it in... That is the only solution here.

    Or you can keep it and try again in 20 years?
