    Default Is 3072 x 2048 @300 dpi enough for a 12" x 16" print?

    as above.
    or should i blow up my raw file to 4096 x 2731 ?

    Print Dimension = Pixel size / Resolution

    Use the formula and you'll know the answer. If the print dimension is not to your desired size, you can do a interpolated resize using PS, but of course you'll sacrifice in image quality. How much you are willing to tolerate image degradation varies from person to person

    At 1:1, you'll need to enlarge >50%, so there'll definately be image-degradation.

    'Enough' is too subjective but it should perhaps be good enough to common folks...

    3072 x 2048 printed 12" x 16" is equivalent to ~170dpi.

    3072 x 2048 @ 300dpi will give a 10.24" x 6.8" print.
