Default 6R Question (Not really 6" x 8"?)

I normally don't print my pictures due to the expensive nature of developing. But recently I tried to experiment using Photoshop and did a 6R collage with nice borders and stuff believing 6R is really 6in x 8in.. but what I got is 5.x in by 7.x in. Its just a bit off but my border is ruined. My question is... is 6R (or other sizes) really like this? The size is just an approximation? Is the size really in different measurement (i.e. cm)?

best is to ask the shop. standard 6R is 6x8 but I ever printed before where it's 6x8.5.

Thanks for the feedback but what I got is actually 5.8ish x 7.8ish. Does the shop cut the photo paper or do they come pre-cut like inkjet paper? Because if I put border or nice label on top, or if I have a tight crop photo, I risk "amputating" the subject.
