    I believe they are divided into sections or teams - which besides watching other civil servants, also watch each other.

    Yes, in comparison Ah Pete and Ah Gay didn't take a single cent, they both showed great interest and love in their work and discharged more than their duties. Even showing concern and sympathy to vendors and suppliers along the way.

    He is just a gambling addict who stole money in an act of desperation.
    When money is stolen this way, the audit trial is too strong and obvious.
    Just a matter of time before he gets arrested.

    This is not the smartest crook.

    The smartest crooks are the Wall Street finance executives who created the Lehman Brothers scam.
    The people who cooked up CDOs and minibonds. They con you legally.
    Because they got away with it scot free after scamming billions or trillions. Old people's life savings.
