A circular polarizer will help too.
A true photograph need not be explained, nor can it be contained in words.

And for those 'advise' people, its advice (noun) vs advise (verb).

Frankly... I find it is pretty difficult to achieve very calm water... unless you go and shoot very early in the morning when there is little breeze or wind.
I am not a photographer, just someone who happened to have a couple of cameras.

Relatively enclosed areas will be easier, e.g. Artscience Museum pond tends to be more easily "still". The more open, the more exposure to wind. Buildings help to block the wind.

Actually, it will help to get clearer reflection too by cutting out the reflection from the bottom of the water.
Too many great equipments but too little quality photos. [My Flickr] | [My Blog]

it is more practical to use those water fountain outside office or commercial building, like
    Esplanade
    Millenia Walk
    Capital Towner

If you're just lookin for reflection & cannot find any. You can bring 1 litres of water with
you & pour it on the floor, you get reflection anywhere you want it.
