Photoshop CS for MAC help

when i use brightness and contrast funtion in PS the window(box) with the adjustment meters does not come out, all that happens is that my cursor changes into a dropper. anyway to solve the problem?

check that you din hit your CAPSLOCK key accidentally

cannot leh.... it is a dropper and not the circle with a dot in it...
