Might be just the front of the filter also lah.
Most of the dark spots on the second pic aren't present on the first pic.

yes, the dark spots on your second pic. what were your setting for pic #1 and #2?

just check my lens filter and it is clean le.....how ah ???

PIc 1 = 1/640, f8, ISO 400, +1

PIc 2 = 1/1000, f8, ISO 400, +1
