first there is the AOR, approval of requirements. it breaks down what are the estimated funds required (they have to call up a supplier for a rough quote lah, or else how to know what to allocate?)
then there is the SOR, specification of requirements, which lists out what they need to be tendered for.
then they put the SOR on gebiz for tender lor.
after that evaluate, dsta and bosses approve/reject.
just a rough outline. probably got some inbetween steps. but pretty sure they have to ask at least 1 vendor for a rough quote for AOR.
