I was in Germany many years back, a worker had refused to climb a ladder as there was no a second person to hold the ladder. So was he wrong?

But I wonder what happens to construction workers or other hired people in similar situations? Will they get the same financial and morale support, including bedside visits from PM?

Not really sure for the PM so I can't really comment on it.

But from my limited experiences within the organisation and in such scenarios that aren't publicise. The outcome has more often to do with whatever actions the immediate commander's beliefs pushes for, I have personally seen both sides of the extremes from Formation HQ publishing anonymously in the daily obituaries on every single anniversary of any fatal accidents or incidents involving men under their responsibilities year after year without fail, regular serviceman personnel hospitalised from end-stage terminal cancer being kept on the payroll way past their medical leave entitlement and given a full state flag military funeral upon their demise to superiors trying to weasel their way out during a Board of Inquiry (BoI) pushing the blame towards errors committed on the part of the victim who are no longer around to defend themself despite their own negligence also being a part of the cause.

Edit: ... all in all, it really boils down to just how much one values the contributions and / or sacrifices of others in the past, present and future...
