When using the Program AE mode with or without flash, after pressing the shutter, it takes quite a while for the camera to capture the image b4 displaying it. Sumtimes, like after 4,5 seconds after pressing shutter, the camera will den take foto. Everything is noticably faste rin auto mode. can someone xplain to me why or is there sumthing wrong wif my cam?

I believe you could have used the camera in a dark place. Thus the P AE mode would set to use long exposure of up to many seconds. If i'm not wrong, your picture came out totally blurred as well isnt it?

if you think something is wrong, then a good way to test is to repeat the shot a few times to see if it happens. try it again on another location with similar setting and see if it happens.

And if your test results tells the same story, then do send it in for repair.

Service centre is stated on the warranty card, 1 Jln Kilang Timor, #03-01, Pacific Tech Centre, Tel: 6799 8888.
The other way is to have 2 A40 together to try out and to compare. A40 take a long time to shoot most likely due to the camera have problem in focusing. Try to set the Macro (flower icon) /Snapshot (2 people icon) /Infinity (mountain icon) mode to Auto (No icon) unless you want to take a macro shot. If you select the incorrect mode, result in A40 failed to focus, thus result in a few sec for 1 shot. Did you apply the half shutter? If you did, unlikely A40 will take that long to capture, but it do take a shot while to save and display the image on LCD. What sort of photo are you trying to capture?

You aware of the shutter button on the camera right? Press half-way (not fully) the camera will try to focus the subject. The camera will beep twice (the 2 beeps are quite fast and very close to each beep) to indicate the subject is focus. Then press the shutter all the way to capture it.
The service center is along Jln Bt Merah, between blk 28 and Bt Merah Sec School. Previously, there is a CC and Police Center. You should be able to see the bldg from the main road. There is a big Canon sign board too.

After you applied the half shutter, beside the 2 beeps, you should be able to see green colour square box on the LCD. There may be 1, 2 or 3 squares. The square indicate that particular area is focus. If the image is properly focus then it will not be blur unless your hand move when pressing full shutter. Using half shutter, you can ensure the subject you interested is properly focus. Beside focusing, the half shutter also perform metering etc. Try to set to "Auto" (No icon) in PE mode and try to see how it is first.

Understand from your post that in "Auto" mode (not PE) is working fine right? Maybe you would like to try to ensure you got the basic technique correct first. If you are not feeling comfortable, you can alsways sent down to Canon for checking.
