Are we legally allowed to photograph anyone in public areas, expect in toliets rite? And if we want to submit his/her/it image for public viewing, must get his permission rite?

this is singapore, again, few years ago, there was an article on asiaphoto pertaining to this issue, actually not an small issue, the article was forced to bring down...i think...........
